Joint Programming Initiative on Antimicrobial Resistance
 

The JPIAMR Strategic Research Agenda provides a framework to support world-class research on AMR. The proposed activities, on a voluntary basis and in a partnership approach, will mobilise the available national resources of several nations in an optimal way. While ensuring minimum duplication of effort and will utilize existing expert groups, and create research activities in many different fields that are relevant to AMR through annual/multiannual implementation plans.

Countries can participate in JPIAMR either as:

  1. Members
  2. Observers
  3. Partners
  1. Members
  • The nominated Management Board member has a governmental mandate
  • All Members are represented in the Management Board (MB) (with a maximum of two representatives)
  • They have voting rights
  • Active contribution to the activities of JPIAMR is expected from countries represented by the Management Board member:
    • Attend regularly Management Board meetings
    • Be a member of at least one MB Working Group
    • Participate in some of the Joint Actions
    • Answer to the official JPIAMR surveys
  • Contribution to JPIAMR operations:
    • Contribute in-kind for the time for participation in meetings, workshops and Working Groups events and travel costs of member’s representatives
    • Contribute in-kind with the organisation of some of the JPIAMR meetings or workshops
    • If in the future financial fees are decided to be set by the MB its members would have to contribute
  1. Observers
  • The Observers are represented in the Management Board (with a maximum of 1 representative)
  • They do not have voting rights
  • They cannot be a member of the Steering Committee
  • Active contribution to the activities of JPIAMR is expected:
    • Regularly attend Management Board meetings
    • Be a member of at least one MB Working Group
    • Participate in some of the Joint Actions
    • Answer to the official JPIAMR surveys
  • Contribution to JPIAMR operations:
    • Contribute in-kind for the time for participation in meetings, workshops and Working Groups events and travel costs of member’s representatives
    • After 2 years its membership status should be evaluated
  1. Partners
  • Involvement in specific JPIAMR activities only
  • Information on JPIAMR activities
  • Participation does not imply a role in JPIAMR governance

In all cases, any participating country will have to respect the rules governing any JPIAMR joint actions/research activities.

How to become a member

A country can submit an expression of interest to become a member, observer or partner. It should be addressed in writing to the Chair of the Management Board. The letter should mention any major programmes, research networks, and centres of excellence or bi-lateral programmes on AMR. A member of the MB should present the proposal.

In discussing the application the Management Board will take account of the following considerations:

  • Added value of membership to the initiative
  • Level of anticipated participation: e.g. scale, duration of cooperation, potential areas of mutual interest collaboration, etc.

Finally it needs to be approved by the Management Board unanimously. After the MB has reached their decision, the Chair will inform the applicant of the decision. If accepted the new member will be invited to the following and subsequent Management Board meetings. If turned down, the applicant is informed why and what is necessary to do before applying again if they wish to.

Membership in the JPAMR initiative is terminated, if the respective State has put its wish in writing to the Chair of the Management Board, who in turn informs all its members.

A member can be disqualified from JPIAMR if has not attended for two years any MB meeting or has not participated in any Joint Action. The Management Board will have to approve its expulsion.
